In my opinion businesses should be responsible to support their local government / community by some or all of the following.

Using local suppliers as much as it can to help support other local businesses to maintain economic health of the local government
Volunteering at private or government sanctioned events that bring members of the community together
Working with the government leaders to lower the impact poorly managed businesses can have on the community & environment
Support local schools by philanthropy and leadership assuring the students coming out of those schools will be equipped with the education and tools to be a valued member of the community

In my opinion local governments have several important rolls and responsibilities.

Provide an environment that is safe for all residents and businesses
Listen to and respond to businesses and the community, keeping regulations aligned with the needs of both the businesses and the residents.
Build and maintain an infrastructure required to maintain a high quality of life
Enforce local laws to ensure harmonious communities
Create opportunities through policies to enable businesses to flourish
Lead both business and residents into the future with a fiscally and environmentally sound comprehensive plan
